[feature]: Implement toggle to switch between 'plan' mode and 'agent' mode for 'ksail chat' #1934
Description
User Story
As a user of ksail chat,
I want to be able to plan changes before I commit to them,
So that I describe and plan my intent before I let AI work on it.
Acceptance Criteria
- Criteria 1: Make tab toggle between 'plan' and 'agent' mode.
- Criteria 2: Remove the current functionality to toggle output for the current assistants command output via tab. This functionality should be fully removed, in favor of the ctrl+t to toggle tool output all places.
- Criteria 3: New chats should start in the 'agent' mode by default.
