g:ale_c_clangtidy_extra_options won't correctly pass options to clang-tidy (it adds an extra double-quotation mark)

What went wrong

I cannot set the let g:ale_c_clangtidy_extra_options.
So far, I have

let g:ale_c_clangtidy_extra_options = '--extra-arg=-I --extra-arg=C:/Devtools/Cygwin/usr/include'
in my _vimrc but inspection of ALEInfo shows that the command called is

"clang-tidy -checks=* "--extra-arg=-I --extra-arg=C:/Devtools/Cygwin/usr/include" C:/Devtools/Cygwin/usr/include C:/Projects/Project1/Root/src/MyFile.c -p C:/Projects/Project1/Root"

i.e. there is a double quotation mark around --extra-arg=-I --extra-arg=C:/Devtools/Cygwin/usr/include

If I run

clang-tidy -checks=* --extra-arg=-I --extra-arg=C:/Devtools/Cygwin/usr/include C:/Devtools/Cygwin/usr/include C:/Projects/Project1/Root/src/MyFile.c -p C:/Projects/Project1/Root

from the Powershell it works fine.
