Added carousel functionality for touchscreen support

I am completing a pool controller project based on AqualinkD from @sfeakes. I wanted to add some panels for my solar PV system and news - sort of a simple smart home console.

I created an overlay.html using bootstrap to create the functionality. The carousel uses the config.json to display the panels urls.

Note: I disabled the switcher service because you can use the autoplay feature of bootstrap.

Feel free to use them if your project needs them.

Fantastic... you missed a feature, then went ahead and solved it!

I'll check back to see if there's enough interest for this to be integrated to the main repo; if so then it'd be best to get the changes as a pull request instead of uploaded files.

This is something I've been looking for - but I ran into issues:

• I put the runner.sh in the /opt/xiosk/scripts/runtime directory
• I put the overlay.html in the /opt/xiosk directory
• changed runner.sh to reference /opt/xiosk rather than /opt/piosk (2 places)

I'm getting an error message on each screen that indicates that {site} "refused to connect." - for every site. If I remove the "--allow-file-access-from-files" then I just get a blank screen.

Thank you - man, I'd like to get this working. Suggestions?

** Updated: actually, the second entry for time.is in the default config is working...the others, not so much - I just get the default frownie face.
