+A student Bootstrap project using locally hosted resource files in WebStorm.

+This project will be additional practice using Bootstrap development techniques, while working within a full IDE environment.
+Version control using WebStorm will be applied, in conjunction with Tether and Emmet to assist in construction.
+Resources were locally sourced to add additional practice in maintaining local files, however final version could contain CDN.
