Don't crash when a package repo is missing #269

If a package deletes their repo, then it will cause the hubcap script to fail.
The downstream effect is that no packages will be updated when they tag another release until the relevant repo(s) are removed from the hubcap script.
We should make the script resilient in the face of missing repos.
