Problem statement

In #3230, the internal permissions API by default, with that the crawling of the permissions in the assessment workflow was disabled also the new permission workflow does not contain the verify permissions logic.

Proposed Solution

Enable verifying the permissions after migrating groups with the internal permission API by:

1. Reenable the crawling of the permissions in the assessment workflow
2. Add the verify permission logic from the migrate-group-legacy workflow to the migrate-group workflow
