[FEATURE] Implement setNetworkTimeout #1140

Is your feature request related to a problem? Please describe.
Metabase would like to be able to set a network timeout on JDBC connections but are unable to on Databricks connections because the driver does not implement it (related PR: metabase/metabase#66861)
