more granular params verbosity #1826

Is your feature request related to a problem? Please describe.
Some tools (color card detection as an example) could benefit from more verbosity control which is currently T/F. If instead we had 0/1/2 then we could have default of 1 and the option to get more debug images/deprecation warnings/etc if you purposefully set params.verbose to 2.
Describe the solution you'd like
I'd like for params.verbose to be an int and for functions like debug to respect it.
Describe alternatives you've considered
Could have more param attributes to control these things instead of more options within verbose.
