Currently the keys are created via terraform and stored in the local keys/ directory.
The keys are needed during setup and after this to connect to the machines directly.

A better approach would be to pre create the keys and only use them in terraform. For this approach you need a kind of pre step, where you store the keys on a place where terraform is able to use it, to place the corresponding keys on the machines etc.
