Some test fails in CI but works locally

We are running our automation suite and seeing some test case failure. The structure of the test suite is same for passing and failing but not sure why it is failing in CI (Jenkins in our case)

CI Failure

Local passing

Locally the before block is running, whilst in CI the before block is ignored and goes directly to test case
