Document side-effects of `communication method = poll`

We don't seem to have documented anywhere that setting platform comms to `poll` borks any use of scheduler-connecting commands (such as `cylc broadcast`) in task job scripts.

This may seem obvious, but most users don't really know how commands communicate with schedulers.
