The main reason is for reconciliation. If a name is the same in different regions or countries, like national arts centre, then the country code or city will help prevent linking the wrong one. A web address is good but not as clear, for a machine or human, as seeing an address in the wrong country. Urls are sometimes entered differently: with paths after the domain, queries, https/http and fragments. If I compare only the domain (something.com) would that be sufficient? I am guessing so. You have more experience with disambiguation of organizations. If you think a URL is sufficient then we can move ‘address’ to ‘recommended’ instead of ‘required’.
