When drafting or match fails with a full queue it gets stuck at full

It is possible for the queue to not empty after a queue pops and everyone readies. If there is an error or failure in the drafting or getting a server then the queue remains full. In these instances we need to get the queue below 10 users somehow or do some other sort of damage control so that the match can start and the queue can be emptied. Could empty the queue or just remove the last user to join.
