Hi! Thank you for your guide. I had exactly the same problem, with the addition the windows 10 version 1909 is reaching its end of life in a matter of days!
Doing some "experiments" with my machine I understood that the problem is connected with the primary hdd: I tried disconnecting the primary hdd (the one with the windows system partition on) and the bootable usb managed to boot. I dont't know what is the issue, maybe windows messed up something on the disk during some of the previous updates...
Nevertheless I managed to solve the situation by deleting all partitions on the primary disk booting the system with an ubuntu usb key and using gparted.
After that, I was able to reinstall a fresh new version of Windows without issues.
Hope this helps other people with the same problem.
