The wixtools v3 which is used to build our windows installer is out of community support for quite sometime now, and podman has already migrated to the newer wixtoolset v5: https://github.com/containers/podman/tree/main/contrib/win-installer

I care about the WiX Burn Bundle, to combine payloads

Being "up to date" can be important if the 3.x branch no longer gets CVE fixes.

the v3 is deprecated, and by moving to the newer version we can get rid of some of the CustomActions as those are now provided as elements in the newer version, so reduced code is another benefit

this will still be supported, burn and candle is there, only the harvest tool will be deprecated (in v7), and we are not using that anymore (was used earlier to include the systray)
