Description

My client had updated to Craft 3.8.11 (they are good about updating regularly) but have now noticed that the video and horizontal rule buttons have disappeared in their redactor fields. They are in the config but not hoiwng in the fields.

Steps to reproduce

Additional info

  • Craft version: 3.8.11
  • PHP version: 8.0.28
  • Database driver & version: Linux 5.15.0-58
  • Plugins & versions: Redactor 2.10.12, Neo 2.13.17, Freeform 3.13.29
