imo a lot of these rating upper bounds (bronze, silver, gold) should be ~400 points higher (e.g., Silver upper bound should be at least 2300 instead of 1900). Even if you can't solve a 2300-rated CF problem during a CF contest, you might be able to during a USACO contest given that you have more time per problem.

i think lb for gold and plat should be upped ~300 as well
