Improve release notes

Context

Celestia got a dependabot PR to bump this dependency

Problem

As a consumer of this dependency, it's not obvious to me what has changed in recent releases. There are no releases or release notes and the tags also don't have docs helpful for consumers.

Proposal

Create releases with release notes that communicate to consumers what has changed in the release
