[s390x][c9s/9.6] `rhcos.network.multiple-nics` fails

The machine does not come up online after the initramfs. it seems to boot OK, but without network :

I don't see the package this with the previous build in the s390x logs , so unsure what could cause this

@nikita-dubrovskii says this is because of coreos/coreos-assembler#4245 and is working on a fix
