Allow picking a server when adding a resource regardless of its source type

Right now if I want to add a resource to a external server, I would have to first deploy it in the main server, then after then click on "Server" under configuration, then click on the external server to deploy to.

Is there a way to pick the server when creating a resource so I don't need to make this duplicated effort? Also the downside of current method is that if the current server has very little memory or CPU to spare, then it would require first using those resources to build the first instance, then later duplicate that effort again to the external server.

Btw, if I deploy a service, I can't change the server at all, and "resource operation" doesn't work, all it does is clone the service but still on the same server (bug ticket: #3571)
