Image name is not loaded from oci-dir #26850

Issue Description
When importing an image from a directory (i.e. oci-dir), the name from its index.json is not imported, and so can only be referenced by its raw ID.
Steps to reproduce the issue

# 1. Pull an image:
podman pull fedora
# 2. Export that image to a directory (`oci-dir`):
podman image save fedora -o fedora --format oci-dir
# 3. Remove the image from podman's local repository:
podman image rm fedora
# 4. Import the saved image from before:
podman image load -i fedora
# 5. Observe that the image does not have a name:
