since multus is built to backup to the local disk, it needs the ability to gc its old backup files, or else the local disk will run out of space at some point.

the backup command needs to check for and remove the last level 0 and its corresponding incremental backups. the expectation is that users who want to retain older backups will store these backups on a remote server.
