Cycle if try to destroy a service

Describe the Bug

I'm having cycles every time I try to destroy a service and I discovered that it's related to the security groups. If I manually remove the service SG and rules from the state, the cycles are gone.

Expected Behavior

Destruction happens without issues

Steps to Reproduce

Create an ecs service with alb access SG and try to destroy it.
