Update to a (not-yet-available) v3 python client

The cloudfoundry-client is not yet available in a version that's fully v3 compatible, per cloudfoundry-community/cf-python-client#220

So we'll need to update to a v3 compatible version, and perhaps support the development of that client.

• uaa-extras works with we have v2 disabled
