"View not found" when creating report definition

When trying to create a report definition, we are seeing this "View not found" error page:

Steps to reproduce

1. Go to the Discover page
2. Create a new saved search
3. Click 'Reporting -> Create report definition"
4. You should then see the "View not found" page

Acceptance Criteria

• Identify cause of failure
• Apply necessary fixes
• Deploy fixes
