Update CI builds to only run on relevant code changes

Right now, a minor documentation change like #779 triggers a lot of CI builds. We should add path filters so that CI jobs only run when there's a change that's relevant for them to test.

Not sure if it is an issue given the frequency of changes , but in general this could be a good ide
