I've tried downloading a number of safec library implementations from the Ubuntu repository and none of them match the "CiscoSafeC" tag that the configure system is looking for

You can disable the use of safec with the --disable-safec option on
the configure command. This will make use of stubbed out version of
safec that's included with libest.
