Format of Date and Time values should follow Windows locale settings

The shown dates in the tool should be formatted according to the Windows localization settings rather than the language.

There are many countries in the world which speak English but don't use the U.S.A. date format (actually it is the majority of countries which use a different format)

I would consider this as a minor issue. Anyway, there is an easy workaround for that. Edit file %APPDATA%\xca\defaultlang and put your preferred locale settings to it, e.g. en_CH
