Support for delivery local mode

If a project has https://github.com/sous-chefs/haproxy/blob/master/.delivery/project.toml

You can run chef exec delivery local all
or chef exec delivery local <stage_name> e.g. unit

@damacus Sorry I have not got back to you on this.

Is this a new task that you would like to see in the extension. If so would it be specific to this scenario or a chef executor task that you can set the arguments on?
