Update the intro text to create consistency in how we display acronyms on first mention.

Do you think we could preserve these other changes we had planned to make? I suspect that other updates to the RSSD ID text will take time so I'd rather not have the changes listed below waiting on that.

• Consistent ordering between the View, Update, and Sign and submit (1. TIN, 2. RSSD ID, 3. Federal prudential regulator)
  • From a user perspective changing the ordering on just the update form is not helpful, regardless of how the information is ordered in the helper text.
• Use "RSSD ID" and "TIN" in the helper text for both View and Update because this is spelled out in the form directly below the helper text
  • We had decided to use the acronyms on the helper text in the update page because the acronym is fully spelled out just below

I checked with @nongarak and he gave the thumbs up on making these changes.
