Update readme

The README should be updated.

For starters:

• We should add a link to where this app lives on consumerfinance.gov
• Update the screenshot. It looks like it's from 2015.
• Update Dependencies section. We're on Design System now. I don't think we need to list all of the individual pieces.
• We're moving off of react-typeahead and going to use React bootstrap typeahead
• Update information about unit testing

You don't need to be assigned to an issue to work on it. Please read our CONTRIBUTING guide and note in the issue that you're starting work on it.
Then fork this repo, do your work there, and when ready, submit it as a pull request to this repo's main branch.
The we'll review it and handle any release tasks after that.
