If I set the gas_tolerance to 3 and the actual gas price is 2, will the extra amount be refunded to the user?

The gas_price_tolerance parameter in Casper 2.0 (Condor) indicates the maximum gas price you are willing to pay for your transaction to be included in a block. This value is measured in motes (the smallest unit of CSPR) per gas unit.

If the actual gas price on the network is lower than your specified tolerance, you will only be charged the actual gas price, not the full tolerance amount. However, if the actual gas price exceeds your tolerance, your transaction will not be processed.

The maximum value for gas_price_tolerance is 255 motes per gas unit. Setting it to 255 essentially means you're willing to pay any gas price to get your transaction included. In contrast, setting it to 1 means you want to be as cost-conscious as possible.
