Provide a query in client API to retrieve node's current configuration

Why

While troubleshooting head opening on mainnet issue, it took me a while to figure out the configuration I was seeing in my startup script was not the one used by the node because of a missing \ character. After 1-2 hours banging my head on the walls, staring at various scripts and logs, I put it to rest for the week-end and it took me 5 minutes, looking at

journalctl -u hydra-node.service | grep NodeOptions

to figure out what the issue was.

While node's configuration is reported at startup in the log, depending on the circumstances accessing those logs might be cumbersome to access, so being able to retrieve this information from a client, possibly restricted to admins, would be useful.

In the Query API provide a way for clients to retrieve the node's config as it sees it:
