[Storybook] Explore new background image/animation

To simplify our dev dependencies, we're looking to create a new cover image of the Carbon for IBM Products Storybook. The current cover image displays an animation using lottie-web, but there might be other ways to display an animated background without that dependency.

We should also align the new image with the style of Carbon core's Storybook, and Carbon Labs.

• Reach out to Matt Gallo on animation options for Storybook background, as well as designing for this space
• Reach out to Thy Do on creating image backgrounds for Storybook. She may be able to connect you to the proper resources or files used in Core.
• Compare current background with Carbon Labs and Carbon Core Storybook
• Create a proposed new design for the background
• Consider an animated solution – should the background contain any motion/animation?
• Play back to the team
• Create follow-on issues
