OpenSSL 1.1 PKCS library should be installed #64

in commit 942e468, the openSSL 1.1 PKCS library was removed from the installed file list. This should be reverted.

When in confidential computing mode, the user mode driver will open the appropriate PKCS library for the openSSL installed on the system. If it's an Ubuntu 20.04 system, openSSL 1.1 is expected. If it's an Ubuntu 22.04 system, openSSL 3.0 is inspected.

This effects r535 and any future driver (excluding r545).
