so I built it from the source (stable/quincy now) and it works.

git clone -b stable/quincy https://github.com/canonical/ceph-containers.git
rockcraft pack
sudo rockcraft.skopeo --insecure-policy copy oci-archive:ceph_0.1_amd64.rock docker-daemon:ceph:quincy
sudo cephadm --docker --image "ceph:quincy" -v bootstrap --mon-ip 10.0.0.2 --skip-pull
