When someone moves the schedule for an external feed automation, skip all active items #3454

Consider the following: a feed goes out every Friday night. The current 'draft' has three items in it.

On Thursday night, the author changes that feed to send out on Wednesday night instead. What to do?

We could try to be clever, but I think the safest thing to do is to be explicit and consistent: tell the user any 'active' items will just get disengaged, and then:

  1. Mark an active email, if present, as a draft (instead of managed by RSS)
  2. Mark all active items, if present, as 'skipped'
