If I were to execute `init.d/sysv/init.d start` by itself, it doesn't have enough permissions without root, but ends without any output with root (using equivalent environment)

Cause was my own stupidity, I forgot it's an env file so it needs to use variables as referred to in the script and not as they are in configuration.

@Nishimara Призываю, так как я не понимаю, почему у других людей казалось бы работает с параметрами для конфига в EnvironmentFile, всё же bin/zapret указывает на ../usr/share/zapret/init.d/sysv/init.d

старая конфигурация устарела, она имела множество неочевидных моментов из-за чего приходилось чуть ли не полностью копипастить дефолтный конфиг и править в нём значения на свой лад. сервис из nixpkgs сейчас лучший вариант, советую взглянуть
