Add Sites, a Dynamic Status Page Type

Sites are dynamic status pages that use a CIDR range and adds monitors to the site automatically when their IP is within the noted CIDR.
Allow for additional manual entry if desired for things like DNS, Static IPv4s, Domains etc.
