webpack-chain, the abstraction package we use for our Webpack configuration is no longer maintained and does not support current and upcoming version of Webpack.

We should migrate away from it.

[434] Migrate Webpack configuration

Convert the existing Webpack configuration to a "classic" configuration
without using the deprecated `clean-webpack` plugin. In addition to
that, I also went with a TypeScript definition - since we're on that
anyways.
