Load full logs for completed builds #15
Description
On the status page for a repo, if a build is already completed, rather than pull logs from the logs/live we could pull from logs/static, and only use the WebSocket condition on a build being in the building state.
This will eliminate delays or staggering when loading logs for completed builds, which can be a bit confusing.
