Is there an existing issue for this?

Feature request

For all of the software layers, the logger should only say ERROR if it is a real problem that needs attention. (Not for "record not found", etc.)

Context

This improves the ability to diagnose real problems by searching logs for ERROR.

Put in backlog to work on soon after the 1.0 release.
