Call for papers in main screen

As any user (logged in or not)
When call for papers is open
I want a CFP button to appear on the conference main page, while CFP is open, that takes me to the CFP data introduction form
So I can submit a talk

CFP is open when the event has a cfp_limit date set and it is in the future
