Windows Installer build failed due to long path issue

Description

Windows installer build fails due to long path issue in the Daily Build.

heat.exe : error HEAT5059 : The file 'D:\a\ballerina-distribution\ballerina-distribution\w\ballerina-2201.11.0-SNAPSHOT-swan-lake-windows\distributions\ballerina-2201.11.0\repo\bala\ballerina\data.jsondata\1.0.0\java17\compiler-plugin\libs\data.jsondata-compiler-plugin-1.0.0-20241125-114000-0c2f457.jar' cannot be found.

We need to minimize the path.
