See what aspects of Devstack cannot be replicated with our new Test Containers suite and evaluate which parts to migrate (if needed) and which parts to keep.

Acceptance Criteria:

1. A clear view what aspects of DevStack cannot be migrated to Test Containers
2. A clear view what aspects of cmd/ tests cannot be migrated to Test Containers
3. Is it feasible (time and effort) to migrate a subset of the above to TestContainers.
