Need propagateTags support for generated CodeDeploy resources

Description

Currently there is no propagateTags support for generated CodeDeploy resources. This means CodeDeploy resources created from a SAM template do not get resource level tags propagated.

PR for this is merged #3885 and will be released in the next week, though some customers may see their stacks modified on redeploy even with no modification to their stacks if they contain CodeDeploy resources in order to create these resource level tags for their generated CodeDeploy resources.
