I see your route:

$controllers_methods = array(
    'en' => array(
        'willkommen/list' => 'welcome/list',
        'willkommen' => 'welcome'
    ),
    'fr' => array(
        'bienvenu/list' => 'welcome/list',
        'bienvenu' => 'welcome'
    )
);

I had creat controller Willkommen with function list()

When I enter browser:
http://mywebsite.com/en/willkommen/list // Not work
