Replace ANR usage with TMPNET

Goal

This Issue is dependent on #2510

Replace the ANR with Tmpnet as the backend service utilized when spinning up local networks.

Assumptions and Scope

• avalanche network functions are utilizing tmpnet CLI service
• remove all usage of ANR from the CLI

Nice to Have, but Not Required

• include documentation with brief overview/explanation of tmpnet

Open Questions

• NA
