Add options for specifying location of tangled files #10

The user should be able to specify how to resolve the file paths via the config path:

Support the following options:

  1. relative: relative from the open files path
  2. project: relative from the project root (or the neovim instances pwd)

At the moment we are assuming that all files are relative to the current neovim instances pwd
