start-vswitch: add topology that mimics openstack ml2 plug-in for OVS #8

The topology should have:

br-int switch for all vhostuser devices
br-link0 for first provider network with vlan support
br-link1 for second provider network with vlan support

This should also include dpdk-based firewall as an option, as well as all port security
